Hi! Sorry for the late reply.
I'm trying to remember; it's been years since I made this, and only ever did it once. If I recall, the "tabs" on the underside of the head aren't exactly tabs per-say, but rather extra material there for the sole purpose of evening the shape of the head out after sewing the bottom part together, as seen in the third picture of the tutorial's step four. The tabs' beginning simply signifies where you're supposed to stop sewing the bottom together, as seen by the end of the red line in step four's head pattern.
So long and short of it, try not sewing the entire tabs together, and rather leave them loose for when you start sewing the head to the body, then sew them to the body along with the rest of the head. (I think you can see the edges of the tabs at the base of the ears, at the top, on the first photo of step five. They do seem to still be loose until you sew them to the bottom of the neck.)
Or at least I think that's how I did it. Like I said, it's been a long time, so I could be wrong. >< You could see if it works better for you, though.
