I really love the angle of which you took the picture. It helps to give it a bit of an emotional impact. There are several issues I would like to address here, though.
The first one is the facial expression of the standing scout. It would be suggested that her head be turned downward and looking into her sister's face rather than looking down on her with just the eyes. Also, make her more afraid. Best to look at facial examples and experiment with the facial settings a bit to get the best results.
Second would be to have the standing scout bent over slightly so that it appears like she's supporting and leaning her sister against her arm.
Third would be to lower the highlighting of the picture. The sky is bright, but it is almost overpowering the picture.
With these few changes, the picture will look so much better in context and emotional impact. Hope this helps!
