So, you want an Edo Tensei Neji, which is unlikely, because it looks like he may have died without regrets. Well unless Obito goes good and Rievives everyone.

It's never stated that you can't Edo Tensei someone without regrets. Nah, I meant like Obito pulling a Pein or something similar, like the Jubi's life force being transferred to all of those who died.

Everyone who died had some tithes to the world. Once they let it go, Edo Tensei fails, so most Likely you have to have regrets to edo tensaied. Hence why Itachi probable said he won't be coming back or something on those lines.
