I have this headcanon that Lt. Surge is Spark's father.

they kinda looks alike. both are electric type related.

when Spark was young, he did have a military training, in his free time he used to play with his father pokemon at Vermilion City gym. then he did study pokemon breeding and was chosen by Professor Willow as one of his asistants. as a little kid he loved the stories his father told him about how he captured Zapdos (Pokemon Special Manga, of course he ignored the part that he was a member of Team Rocket.). and when he had to choose a mascot for Team Instinct, of course he had to choose Zapdos.
