Well hmm...let's see...
I did it on SAI but I guess you can use
it on Photoshop or any other program too. xD;;
Umm...here's something I just came up with.
Sorry if I'm unclear in some parts. > <; ahh~
1. Have the eye lineart on one layer and set it to "Multiply". xD
2. Pull up a new layer and color the eye in all black. (make sure it's all neat and stuff) 8D;;
3. Get a new layer and this will be for the eye color. >w<'
Pick 2 colors, 1st is the base color and 2nd will be a lighter color than the base color. ^^
4. Take the base color and try to make a moon shape with a hard brush swooshing from
the top left to the bottom right. xD (this might take several times till it looks right to you o _o;; )
5. Take the lighter color and do the same, only make it smaller making it appear a bit on top somewhat.
6. New layer and pick the color white. XD Use this to make the little shiny dots up on top. First make a big white dot on top of the moon, then an even smaller one diagonal from it.
7. Another new layer and make it go under "Screen". This will make the eye shinier. 8D Take your eyedropper tool and get to your base color, from here, take a fairly large airbrush and brush it against the inside of the eye.
8. Afterwards, make another layer and make it go to the "Addition" setting. I use SAI so it might be different on photoshop. o wo;; Take an even lighter color from your previous base colors and use a small airbrush tool to make a very shiny glow at the bottom of the moon shaped crescent of the eye. Also! For another effect, take your original brush tool that you draw with and make a swoosh on the left side of the eye.
