Sure! I'm afraid it's not a very extensive list, though - the program I usually use is called GIMP. It's free, which is fantabulous, and is pretty much like a slightly-less-fancy version of Photoshop. It takes some getting used to, but again, as far as free programs go, very much worth it!
Hardware-wise, I just use a basic Wacom tablet - I'm not sure exactly what model it is, but it's fairly small.
