It follows naturally from the alternate route WW1 took in this timeline, in which France was the aggressor on the western front, and was punished Versailles-style. Even though it looks like France still has a large colonial empire (like the major swath of land in West Africa), it was robbed of its most profitable ones, and it could keep its less profitable ones, which would only burden the empires who took it.
