Well, sort of. In the anime, Cosmos doesnt appear at all, but in the manga, chibi chibi is actually Sailor Cosmos in disguise. She comes from the future/alternate universe to steer her past self, Eternal Sailor Moon, in a different direction. Cosmos lost everyone. I mean EVERYONE- her lover, child, all the senshi died, while fighting Chaos. She ran from this to the past/alternate universe. So in a way, Cosmos is Usagi. XD Hope I didnt confuse you! Look her up on wikipedia for a better answer
