Description Portugal, a bit luckier throughout the ages than expected, managed to amass quite a big territory over the centuries. After the independence of most territories in the 1970s (except for Angra Pequena and Rovuma, who wished to stay and were let into freedom in 1994 and 1997, respectively), and a better handling of post-independence administrative structures, the Union of the Southern African Lusosphere (or USAL) was created in 1994 by the countries of Angola, Benguela, Congo, and Moçâmedes. Since then, the USAL has evolved over the years to become the main haven of stability on the continent. Its 12 member states have seen a surge in prosperity, safety, and democracy for over 25 years.
