Lore:You can Normal Summon this card without Tributing. Cannot attack. Your opponent cannot target this card for attacks. Unaffected by other cards' effects. Cannot be Tributed. Each time you draw a card during your Draw Phase, place 1 Destiny Draw Counter on this card. Once per turn, during your Draw Phase, instead of your normal draw, you can remove Counters to apply 1 of this effects:
● 1: Add 1 card from your Deck to your hand, except a “Forbidden One” Monster.
● 2: Add 1 “Forbidden One” Monster from your Deck to your hand.

Well... Exodia does actually need more support (ignoring the fact I always liked the Forbidden One archetype)...
So far, and only in the anime, Break the Seal was the only support "obliterate-them-all Exodia" got (and perhaps if it was good back in the GX days, now it would more innecesary, more than useful).
I'm aware of the latest support he got not so far ago: The Legendary Exodia Incarnate and Obliterate!!!. In my opinion, both are good cards in their own way, but I feel they haven't pushed themselves harder (talking about Konami staff) to design more flexible and powerful support.
About the card (the one of this deviation of course), I find it balanced, but to my view, it should've got fixed ATK/DEF values, or even better, a fixed 1000s of ATK (perhaps DEF as well) per each card added the ways described in the lore).
Game logic aside, it'd be utterly cool if Yami Yugi got a revamped outfit, you know... Be dressed as the true King of Games.

Along the 2014/2016, too many cards were released to support old classic cards, for me, it was a great iniciative, but it wasn't enough, it's playable, but still inconsistent.
I also don't know why Konami is afraid to be risky, they released Divine Serpent Geh which in the anime is broken but you can defeat your opponent using Enemy Controller. And they just made... something that wasn't pleasant enough.
For me, it's better to give the fans what they dreamed for, and then apply their Forbidden List if needed, even if it's banned for reasonable facts, at least as a collectible it has its value and dignity. Like the Chaos Emperor Dragon.
Of course, I'd also like to see more support and balance to the classic Decks, like Black Luster Soldier or Dark Magician.
My main idea was to recreate in an effect how Atem plays his duels (Drawing the right cards at the right time) and I had doubts if this card should be a Monster Card or a Spell Card, never thinked about the ATK or DEF, but now that you mention, it would be more fair that way.
About the revamped outfit, it's hard to find good artworks, but if you suggest a good one, send me a Note.
