With GIMP launched, go to Windows > Dockable Dialogs > Palettes to open the Palettes dialog. Now right-click anywhere on the list of palettes and select Import Palette. In the Import a New Palette dialog, click the Palette file radio button and then the button just to the right with the folder icon.
