I took this at New York Comic Con 08 in NYC at the Javits Center. He is a member of the Royal Guard in Star Wars who latter on become known as the Emperor's Royal Guard, some times known as the Crimson Guard.Related content

That's no Royal Guard. He's an Imperial Knight, an Imperial Knight known as Ganner Krieg.
Some backstory on the person in question though, he made the costume, as he actually was the one that the artists used as a likeness for the actual Ganner Krieg character in the Star Wars Comic Series, Star Wars Legacy.
Star Wars Legacy takes place around 137 years after A New Hope, in which there is a new Galactic Empire Around, and the Skywalker in the story is a bad boy drug addict who, while masquerading as a Bounty Hunter, is visited by the Force Ghost of Luke Skywalker, who tells him to get his act together, and become the Jedi he was meant to be.
