It's rainbow at my lack of a better color theme. 
That's how I got the colors in there, a billion popsicles of different colors at every fountain head.

Haha, well. Early, EARLY in the morning one day, I decided to go out to the NGA at around..2.4o and the fountains were off. I took a sheet of screening and placed it on top of the sprayer with a bunch of little kool-aid packs of the different colors. I waited around till the water started up again and the water soaked through the kool-aid pack wrappers. This is what I got.
Hahaha, actually no. I did it on photoshop. I used the lasso tool to select around each spray of water and followed it down into the waterfall thing and filled it with the color in a new layer. I then used the gaussian blur tool on the whole layer at about 75 pixels. The I changed the opacity of the layer to about..45%?
That's a rough path, I don't really remember exact steps I took. It was mostly just me messing around with Photoshop.

i dont even think i know how to open photoshop, let alone some gaussian, blury, lassoey, layery stuff
but i still loves it
