Vincent leads the organization that is simply known as DeVito Industries. To the public eye, it is a well known industrial corporation that manufactures many different types of tools, but in reality, it's a villainous team that pursuits unknown intentions.
For the most part, Vincent is a cold-hearted and stubborn person who does not help anybody unless there is something to gain from it. He is a very merciless man who crushes the dreams of many aspiring young trainers in the gym, which in turn prevents them from moving onto the Elite 4. Though, according to rumor, he has a soft spot for his wife, kids, and PokΓ©mon.

Long short is Altru Inc was supposed to be working to make clean energy for the region of Almia, but they were secretly funding Team Dim Sun (more like Inept Sun; they're even more inept than Jessie and James) who were working to control all the Pokemon in the region.

I would say that the design is the drawing of the character and the concept is the background story behind the character. Though I don't know if that is what he meant.

Not friends, acquaintances, they aren't on a friend basis, maybe rivals since Vikter uses Ground/Rock Types and Ground Types are strong against Poison Types
