Skeletor, the villain of the classic 1980's cartoon, He-Man and the Masters of the Universe. I cosplayed as this guy a couple weeks ago at an 80's cartoon costume party, loincloth and all. I even used glow-in-the-dark face paint to do the skull face. The background to this picture was done really quickly and carelesly, hence why it sucks.
