I basically did the same thing in Oblivion, I went around killing all the homeless people first. Then I moved onto the people outside of town, and when I got up the courage I went after the guards as well. I think the highest bounty I got was somewhere around thirty thousand gold... I was giggling like a maniac the entire time.
