Nah, he can probably still talk, it just takes a little bit more focus than before - which is why he will inevitably lapse into uncontrollable mooing when panicky.
And as for that last part, IΒ΄ll gladly leave the interpretation up to the reader, although the idea of large agricultural biotechnology corporations employing freelance gene splicing specialists and experimenting their products on hapless, poorly briefed test subjects has been floating around my head for a while... ^^
