You shouldn't post ANYTHING up that isn't yours without a disclaimer that says who the original artist was.

i know but i dont know who is awtor i tok this pickture from russian forum and there post witaut any link to awtor if you say who i will kredit its not a problem (if i know who is it)

You need to at least say that you didn't draw it. Since this is a website for posting art, people will assume it's yours if you post it, and that's nearly the same as art theft.
