Aaron: Oh, well it's the normal uncooked tuna but all sliced up, so that its like mush, then, they wrap it in seaweed and make it spicy, btw, when they wrap up the seaweed, they make it so that it's shaped like a cone.

In religious terms: fish doesn't count as meat for reasons I can only say that it is written.
ultimately though: yes it counts as meat so to say.

Fish is also part of the carnivore's diet.
I think it is written in such books like the Talmud that meat is not allowed except for the scaled creatures: specifically fish.

Gefilte fish in particular is part of Jewish custom. I think the way the fish is prepared to has something to do with it being allowed to eat; much like how certain meats that are kosher as well.
