This picture is adorable, yet sad.
As for a critique, I think the lines are a bit too bold on the kitten for the detail you're trying to get at.
The ground seems a bit weird - I can see the bars underneath where the kitten is standing, it looks like she can walk on fog.. xD;;
I think this piece needs some more shading/shadows.
& The line from the kitten's back leg to his tail is weird, they're not supposed to be attached like that.
Also I think the bars need some more shading/highlighting, just seems like a stripy background D8
This piece is wonderful though, I love the message.

First of all, I think this is a very cute cat. Obviously looks like he is investigating, or playing with something. I think it would add to the picture what he was checking out.
Also the ribbon and collar look a bit out of place. I would add an outline around both of them, if nothing else a shadow where they connect with the fur.
I think it would also look better if you add some shadow along the stomach near the back leg, as well as on the back leg. Just to give it some more depth.
I think it is a very cute piece of work, and you've done a fantastic job. The changes I suggested are not too much, but I think they'll add a lot to your work.
