It happends to paypal accounts who abuse the gift option too many times to avoid their fees (which is how they pay to run the website system without asking for much else). Theres more legal issues about it too, but thats pretty much it. But yeah, ill go check on the fee right now.

I tell people who commission me to pay for the fee themselves (thefeecaculator.com is a nice way to find out how much the fee will be but sometimes you just have guess) or just ccompensate prices to cover the fee, like charge 1.50 instead of $1. Its never too big anyways for things under $10.
Lucky for us there was no fee so I sent money to the both of you guys just now!

As a side note the only ones who have to fear about suspension/fees are the ones who haven't verified their account and lifted their limits by providing an SSN and bank account.
