Eh, who knows, Grievous is the leader of the entire Droid Army where as Dooku usually is the politician - I say usually in this sentence. And Jeanne was a General of the French Army so, I guess it's just a matter of perspective.

Yeah but the Ruler class isnt just about being a leader, theyre specially chosen by the Holy Grail because there is no wish they could possibly have for the Grail and are thus neutral to all parties of a Grail War.
