In the core S.T.A.L.K.E.R. trilogy games, the "Great Metal Factory" is called the "Wild Territory" and it's the western part of the region known as Rostok. The eastern part of Rostok is a secured area patrolled by the Duty faction and is where you'll find the 100 Rads bar as well as Duty HQ in 'Shadow of Chernobyl'.
