Walkure Motorisiert (Valkyrie Motorized), a company famous in Araxia for building the legendary White Noise high mobility combat machines and the staff cars of high ranking officers, among them the most famous being Wilhelmina's MkIX Blitz.

The requirements were as follows:
- Build a tank that is a smaller, more superior vehicle to the current Panther tank design.
- The vehicle should use existing parts from other vehicles as much as possible.
- The vehicle must be provided with a suitable fire control system able to engage a vehicle of similar size at a range of 5,000 meters and be able to guarantee at least a 95:5 hit miss ratio.
- The maximum allowed crew will be three men. The commander of the vehicle must be provided with a gunner override which must allow the vehicle to be operated with two men only, commander and driver.
- Vehicle must have at least a soft kill APS of one type, hard kill APS shall be listed as optional on these requirements.
- Crew visibility should be as high as possible, providing the commander with the traditional periscope cupola and a panoramic sight should prove sufficient, but for the gunner and driver they must also be provided with additional periscopes or version devices that will allow them to see outside all around them in their positions in the vehicle.
- Armor is to be made of the highest possible grade and must protect the crew from at least a 140mm gun while being relatively lightweight as to keep the vehicle's mobility high.
- Like previous Panther models, the new vehicle must also be provided with a hydropneumatic suspension but be able to move more freely than on the Panther vehicles, meaning that it must be able to lean left and right along with the already existing ability to lean forwards and backwards.

While the request to investigate a new successor vehicle to the Panther started during the reunification war, these requirements were issued sometime during the Araxian involvement during the Vestahl conflict. Rather than take part in a competition, Walkure Motorisiert was contracted by Wilhelmina Edelweiss to develop and design all the elements needed for the vehicle which included the turret, hull, powerplant, gun and systems. Aside from Erika, Nyx, Lilith and Laura, this project was kept a secret from the rest of the Oberkommando der Reichswehr Araxia and by extension the rest of the army.

Sometime after the Araxian expedition's return from the Inari Technocracy, a prototype vehicle was unveiled on Krater. The planet served as a massive firing range and testing ground. Krater was named such by the Kriegsmarine due to the numerous impacts from weapons fire that were visible from orbit. Site 22 was chosen as the testing ground and also was the training ground for the 12th Army's Panzer forces. It was a large country sized area and for now required serious permission for aircraft to fly within its airspace, the desire for secrecy even led to the shoot down of a training aircraft that accidentally wandered into Site 22 airspace. Trials commenced with four vehicles, enough to make up one panzer zug (platoon). While the trails were taking place, an order had been placed for enough vehicles and spare parts for an entire division sized unit, around 200 tanks.

The first production vehicles were available and sent to the first units after the trials had concluded.
