"All this time, I'm always looking at you", that's what Sasuke said when he gave that rose to Sakura. Sakura must be really happy that time, but afterall, it's just "Sasuke" in Tobi's genjutsu. Beside, I prefer NaruSaku pairing instead xD

I've seen different translations from that scene.
I've seen the one you just mentioned
I've seen "I will always be by your side." "I will always be your friend" "I will always be your aly." and the most recent "Will you accept my love?"
And Im not sure which one is a true translation xD
Sasuke is still Sasuke. Genjutsu or not. The characters have different personalities, but their feelings remain.
Example? Hinata still loves Naruto.

"Ore wa itsumo, omae o miteita da,", so this one is more to what I said earlier. Yes, he is still Sasuke, but knowing that he is not the real Sasuke, I don't think Sakura really happy about that although she really loves Sasuke. :\
But about Hinata still loves Naruto inside the genjutsu, there hasn't been any confirmation yet since in that movie, she's really confident, while in the anime, she loves Naruto because Naruto makes her more confident about her strength since she's really shy and always think that she's weak.
Ah .. Whatever Hinata or Sasuke will be, I'm still hoping that Naruto will end with Sakura
