That is a very impressive character design, I must say. I'm a sucker for blue hair, and that style is also extremely appealing. His face looks beautiful, he seems very sweet.
Nice job with the background, too. It's simplistic, but the colors really make him pop in a way that I wouldn't expect all of those colors to work.
