What program did you use to make/color her? I'm assuming Microsoft Paint however there is many free and good art programs such as Gimp, Medibang Paint, and many others such as Sai and more out there.

Very good. I can't afford Photoshop so I'm trying different free or very cheap apps and always curious to what apps/programs people use.

Happy New Year! Sorry it took some time to write back. Busy month plus I wanted to work out in my head this idea and possible tale of a OC.
The idea I have in my head was forged some time ago but has come into my head just now again.
You wrote how common slimegirls and similar gals are depicted as villains before when we wrote. This is an idea based in part of that for a new secret 'slimegirl' type of superhero character. 'Dew Tea' My request is seeing what possible design you would make based on the short tale/idea of this character bellow:
'Dew Tea' is a young gal fresh from the academy. A rookie cop coming from outer space and part of a humanoid alien species that on Earth would be seen as googirl/slimegirl/or a liquid variety. In the past she considered a career in painting or fashion having talents and enjoyment of both fields and many people complimented on her looks and thought that she should be a model but her mother who was a cop in a long chain of cops in the family was her personal hero and she wanted to be just like her.
Her first mission given to her was suppose to be a easy starter task for the rookie cop. She was to be apart of a small escort to a prisoners transfer space bus heading to a new holding facility made on a large asteroid. The bus was full of woman of different species who worked for two rival crime lords that was recently taken down thanks greatly by her cop mother that was showing her the ropes before she would retire soon.
Before the mom and daughter left the station the mother gave her daughter a wrapped gift meant to be given to her during the daughter's graduation dinner from the academy but came too late. Dew planned to open the gift after her first task was done.
Things that went horribly wrong. Due to a mole on the force two convicts which one is of her species was able to break free causing chaos on the bus and the prisoners took control. A battle broke out but the bus was able to ditch the force but not the ship driven by her mom. The mother and daughter damaged the guidance system of the bus and launched a tracker that successfully planted itself on the speeding space bus. Getting closer the ship mother and daughter looked like they were going to successfully destroy the engines and tractor bean the bus foiling the criminals.
However the slimegirl criminal inside was ready for a chase and a battle. She had bombs stored inside her that she sneaked aboard and as so as the car got close enough that the daughter and the criminal could see each other's eyes the villain opened the back windows of the bus and tossed them out.
The mom protecting her daughter activated instantly the escape pod of her daughter having her get away in the nick of time. However the mother did not. The villain laughed at the explosion and activated the hyper drive before any more cop ships could arrive. Since the guidance system was damaged the hyperdrive and trajectory was far off and the villains warped away to parts unknown even for them.
The mother was given a hero's funnel and the daughter swore that she would find and lock away all of the escaped villains. Remembering the tracker the mom placed on the bus the daughter used a location system and found they crashed landed on the 'backwater' planet known as Earth. Reporting her findings to the top brass they didn't seem to mind that they fled and stranded on that planet as it wasn't apart of their united federation of species or jurisdiction. As far as the head were concerned Earth was just as good of a planet to be used as a makeshift prison with technology far behind and primitive species to boot.
But Dew knew no sentient lifeform no matter how primitive should suffer from the hands of the escaped criminals and she had a personal score to settle. Going against the rules Dew packed up and secretly took a ship that would get her to the planet. She lastly took the gift still wrapped from her late mother with her.
Heading hasty to 'Earth' she hit a asteroid belt that damaged her ship forcing her to use slower engines and hyper sleep for the rest of the way there.
Close to Earth satellites the ship cloaked itself and woke up Dew.
Dew was first drowsy but was shock out of her lull with another impact to her ship. She thought that she was still in the asteroid belt but instead it was 'space junk' her ship now hit and she found her ship landing too hard. Landing on a deserted small island near a city in the middle of the night she analyzed her systems and found to much damage was done for her ship to be functional but still able to be used as a living questers and a outside hologram to make it invisible to the eye.
Forget for a moment that 'slimegirls' were not common on this new planet she head out at night for some recon. Entering the city it was silent and empty as most of the people were sleeping. However as soon as a few people exited a 'bar' they saw Dew and ran off scared. Dew hearing one shot "It's another one! Another slimegirl just like that supervillain! Run!" Soon Dew found other sharing that look and sounds of terror and Dew knew she had to hide other else just her presence could cause panic and danger. Shapeshifting into a dark small hiding place she saw the local law enforcement come to the seen investigating and taking notes then finally a unknown gal that look like she was made of rubber came to the scene. The people seem to be pleased she was in the area and called her a 'superhero'.
Getting herself out of there she found a newspaper on the street with a picture of a familiar criminal one the front page. It was the slimegirl criminal that killed her mom. Labeled a 'supervillain' she had caused tons of terror and horrors on Earth already and in doing so by default made all humans fearful of any possible 'slimegirls' like herself. How horrible that the first impression of her species was presented most fowl of that of a horrible villain. Dew wanted to ensure to the public that 'slimegirls' as the papers and TV broadcasters that she picked up signals on her ship was not that that can be seen as moral black and white but like humans Grey and every color of the spectrum with every being should be only judge by their own doings.
Dew wanted to go forth and help the humans and take down all the evil criminals that fortuity was having their chaos stopped by these 'superheroes'. But only able to go out at night hiding wasn't going to get her anywhere. She didn't know what to do.
Then looking at her gift still wrapped she decided it was time to see what her late mom got her.
Ripping it open she saw two boxes inside. Inside one that had the note to open first was a one time use enlarger with a note also inside from her mom. The note informed Dew that in the other box was the rest of here gifts each strunk down so it would be 'travel sized' and easy to wrap up in one box. Opening it up and following the directions the small items became huge almost hitting the roof of the ship. A hologram of her mom pop up telling her that she knew Dew had a talent and fondness for Painting and Fashion thus she got her a machine that could rubberize a small outside portion of her skin.
Dew could shift-shape a fashion design of her choice or creatively and then use the machine to 'rubberize' solidifying and transforming a small layer into soft plastic or rubber texture a bit of her normal liquid skin. Then using herself as the canvas use her painting skills to body paint herself with a special ink that can intimated when dry the look and feel a few fabrics and textures and can stretch for certain distances to ensure no breakage happens until the special ink starts to wear and melt away with the small rubberizing skin reverting back to normal.
Her mother got it for her to enjoy her side hobby and make full use of her powers. It so happens her mother supplied her the very thing she needed to walk and be among the humans and superheroes she wanted to work with. Recalling how the rubber superhero gal wasn't feared and was apart of a superhero community Dew knew she had to hide that she was a slimegirl. Using the machine everyday she rubberized she outside skin and painted herself many various fashions appearing like a human once done. However she also could present herself using this machine and flexible ink to present herself as a 'rubbergirl' like that other hero and battle the villains alongside other heroes.
In time she found love as when she was being a 'superhero' overall damages was done constantly. Being a cop the understanding of paperwork was not foreign to her. Wanting to make sure everything was in order and to worked personally with the person that was in charge in filing all 'super' activities she found herself taking a job as part of her 'secret identity' 'Sea-Kit Dentea' with the law enforcement paperwork division. People depended on the accuracy yet also speed of the paperwork for insurances and other funding to help regain livelihoods halted or hurt from the super activities. She got to know and fell in love with her coworker and the two started dating.
One day The slimegirl villain after one close range battle saw and recognized this other 'rubbergirl' hero and ousted her to the public burning away the rubber skin to reveal the true slimegirl form of Dew Tea.
First the public was in shock and disarray. Her fellow superhero friends were also shocked and upset to being tricked. However she pleaded her case and many of the friends she made understood and stood by her side. Now able to operated without restriction (the rubber could stretch but only to certain points before) her powers.
This came at a fortuitous time as the special ink she needed was starting to run out.
While her species was now public knowledge in the superhero community and public she still maintained a Secret Identity but used mostly regular paint and inks thus like any normal 'human' had to rely mostly on real store or hand made outfits over her body and not use her powers that normal humans can't do or else the body paints and such would be broken.
Dew Tea became world and universe wide one of the most respected and skilled: superhero, true ambassador to her species, cop, painter, and a loving mother (with no secrets from the husband and adopted daughter) and in the end captured and help contain all the criminals that escaped to the Planet Earth.
