For a C rank mission.. here are a few random ideas
- Delivering a letter to a person in an alliance country (it would be too dangerous if it wasn't in alliance)
- Escorting a person of semi-importance (most likely to a close country)
- Relief teaching of the ninja academy (since fore D rank it would be too hard and the B,A,S rank ninjas would be too busy)
But really, C rank missions are hard to think up.
