Weather Scope: Using the humidity from the air he is able to expell ice from his hands and manipulate the air around him to create rainfall. He gathers mist in his body which is why he expells a little bit with every breath. By raising his hand to the air he can summon a lightning strike that he re-directs through his body to aim and shoot.

Strengths: Able to use ice for tranportation and defense, thick mist aids in escape
Weakness: Lightning Strike leaves his body stunned afterwards, plus it burns his fingertips (he has no fingerprints because of this). Using too much ice can give him frost bite on the hands and overusing mist or rainfall will leave him dehydrated and out of breath.
