SECOND THING, the green-haired guy, N, is the leader of Team Plasma for the upcoming 5th generation of Pokemon.
They're like PETA and the guy apparently refers to all pokemans as "friends."

Giovanni has an all-around agreeable goal. The others have no beef with him.
Maxie also has his fellow team leaders' approval, minus his rival. The reverse can also be said for Archie.
All 3 either feel Cyrus is taking things too far, or is too full of himself to take seriously.
Either way, Cyrus was at least more of a villain than N was. Then again, that was the intended take away, lol

For some reason, Cyrus' cold stare in his picture just makes me chuckle.
Also, Lysandre is pretty much exactly the same as Cryus. Both shallow misanthropic assholes who wants to create a new world. Frankly, I hope to god the 7th gen doesn't have another animal lover/misanthropic villain.
