Kakashi, colored! This took me a whiiiile, but I really love the result. This is the first time I've colored a glow, and I figured it out just by playing around with it, but I love the effect. I've only got one or two more Naruto chibis to spam everyone with right now, but I might go ahead and move on to coloring stuff from another series after this. Pokemon, anyone? I used a really large (400px, I think?) round brush using a light blue color, centered over the raikiri, then set the layer to soft light (100%), duplicated that layer and kept the same settings but changed it to 5% so it only added a little to the glow, then duplicated the layer again and set it to Overlay at 85%. All in photoshop, if you were wondering...I hope that makes sense XD It makes a nice soft glow, I was really surprised at how simple it was once I figured it out!
