Actually he technically is, in the form of the secret boss Shadoo. Shadoo makes shadow copies of each of the 4 characters, however either by error, or by taking it from negative energy, the Dark Luigi was actually Mr. L.

dimentio is freakin evil!!! this game is freakin dark espesially for mario standards that is why i like the rpg mario story more that the platforming story but that does not mean that i don't like traditional mario style im just sayin that the storyline in the rpgs seem to be better in my oppinion
