could it be that Dr. Breen is one of the two Advisors at the End of Episode 2?

the advisors where humanoids once. and they created technoligy to improve the quality of life. but they became dependant on it. until they where pretty much big blobs with small limps, poor eyesight and so on. so they use advansed technoligy to substain themselves.
so when they attack a dimention or planet, they alter the inhabitants with cyborgnetic and nano implants to make perfect war machines.

True I had a similar idea in that they have over evolved to a point were they are dependent on technology. Although I personally think they had a form similar to humans or possibly Nihilanth from the end of Half Life 1
I would class them as a Synth though, they probably have just as much if not more inner enhancements that the troops have. As for the invasion aspect i think they continuously add races into there army.
