cool portrait! for me, the key with hair is to vary the opacity of your brushes often (and have a couple good hair brushes to start with)

Think of hair as layers of colours. Typically, the darkest parts fill out the most but be sure to make that darkness show all over. Then build layer upon layer. I usually end up with four to five colours, not counting the lightest highlights.
Also, don't forget that the hair is attached to the head and it will cast shadows and give colour to any skin directly under it if a strong light shines on it. Here, many shadows are missing leaving the hair looking detached and out of place.
And don't forget that you paint as much with shadows as with light. Her face looks flat with all this light without shadows helping the eye find the shapes.

This looks great, you should be very proud of this... the skin looks fantastic. You have got a lot of colours contributing here and it works!
As for hair... you have not done a bad job, and there is not much advise i could give... maybe...
use a custom hair brush for bulk areas and then fine tune loose strands with a small round brush set to pen pressure... and consider hair to be in lots of small clusters, because hair is made up of lots of smaller groups... and dodge and burn for high/low lights.... thats about it really... but to be honest... i have looked through your gallery... and your seem to show this well anyway.
Great work, keep it up!!!!

I also do not know what kind of tip I could give you. Looks just great the way it is.
I would love to see a painting of Evangeline Lilly from you. Or is there already one?

The hair is not that bad, just follow the direction of the hairdo while doing lots of lines. I find it the easiest part of the face, you start drawing random lines and at the end the bangs just seem to appear. There are some nice tutorials about it, for example this one: [link]
Anyway, I don't count the hair or any other thing as an imperfection, since that little not-so-real things are what in my opinion, makes the painting more expressive. The altogether looks really great.

Patience... the hair isnt that difficult... it just take time. You got it already, just spend more time on it.
