That's a good question, and my answer is this: It depends on the person. I've been selling crafts for a while now, including crocheted items. When I use a pattern made by someone else, they are usually perfectly fine with the product being sold for money. Their only condition is that the pattern not be claimed as someone else's (in my case, mine).
So yeah. As long as the pattern is not altered and/or I don't claim that I made it, I can sell the items I make, regardless of whether the pattern is mine or not.
It's always good to ask if you aren't sure, though. Though sometimes that's not possible to do. But if it is, and you are worried, go ahead and ask the pattern's creator

So, what do you do if there's a pattern that you really like but you can't contact the owner? Is it safer to find another one?

I don't sell stuff on etsy, so I'm not sure what you'd do. The best patterns to use are the ones people put up for public use, not private patterns.
Remember, you are selling the bracelet, not the pattern. People who aren't okay with people selling stuff using their patterns will more than not tell you that. If it really bothers you and you can't contact them, then find another pattern.

I make a lot of crocheted items now, so on the pattern's page they usually say if they care how the pattern is used. As for friendship bracelets, I assume they are okay with me selling bracelets with their pattern because they posted the pattern to the public for anyone to use. If they were afraid of people selling the bracelet, they wouldn't have submitted the pattern to a public website.
I didn't have to worry much anyway because I sell my stuff in person, not online.

I plan to open up my own etsy shop to sell a variety of handmade goods and I've always loved making friendship bracelets.
It's so difficult to design your own ;-;
