no, the 14 is in his name~ the "jushi" part can be presented as "εε" (sorry if the kanji doesn't show up on your computer). The 13 part is on the bottom, the "εδΈ".

no trust me, the kanji shows uo, and i know chinese-- same numbers- so i can read it, its just when i seen it i coulda swore i seen εδΈ shi san not εε shi si

the numbers are the same symbols, but not the same pronounciation as japanese. ten is ε, and pronounced as jyu or juu, or other forms. and four, ε, is pronounced as shi or yon.
and like I said, underneath the name it says εδΈ. 13. as in 13th squad. in his name, if you look, there's εε, which is just part of his name.
besides, what would the number 14 be doing under his name? there's not even a squad 14.
