Inspired by a line in OVA 3, in which Rei jokes that Sachiko, after taking some travel sickness pills, was drooling in her sleep. Knowing that Sachiko has so many issues than a neighborhood news-stand, calls for some fan-made Omake.It's a given that Rei and Sachiko are the typical "Girl pair" like other famous anime female partnership (Dirty pair, You're under Arrest, Pretty Cure...etc.) One is boyish looking and very physical, the other very feminine and uses mostly her brain and has long black hair(and usually richer)
It's a shame we don't get to see their friendship much in the show (except for that one episode in the fourth season)
I was planning on putting all the known same Year students of Rei and Sachiko in it,(like the nameless Drama club pres.) perhaps next time.

Ohhhh right; this is set before the series, since it's standard for *all* First-Years to go see Italy.
I had to reread this (after I wasn't so sleep-deprived) just to go "WAIT, SHOULDN'T YOSHINO BE ON THIS PLANE??" ...and then I figured it out.
Gosh, and I just now noticed Mami was a Second-year (since Minako was gone by the time of Season 3, and Mami could be more easily bribed with Tsutako's sweet buns, hurr.) I just naturally assumed the newspaper fiends were younger than the original Roses and left it at that...
Oh wow, you're right about their typical appearances (esp. Pretty Cure). The only blatant one is Sakura/Tomoyo, which has spawned own breed of copycats..
Haha, and I can't stop going Ô.o at the two random-ish girls; one of them clearly didn't get a good night's sleep and the other appears to be Mifuyu? Possibly the most hated character in Marimite after Shiori.
ANYWAY. The joke itself. 
Sachiko could stand to knock herself out, mmyep.
Wait, if only First-years are aboard the plane, why's Minako there?? Or have we long underestimated her mastery of infiltration... XD

The trip to Italy happened in their second year, like with Yumi and friends at the 5th OVA.
So I think this happened around after the School sports festival(in which Sachiko proposed to 1st year Shimako but was turned down) and before the School Cultural festival(where Sachiko made Yumi her Soeur)
Minako is the same year as Sachiko. she resigned her position as Newspaper club at her third year(I don't get the reason for it) She is supposed to be still at school at season 3 and 4, they just don't show her.(at the book she seems to be still harassing 2nd year Mami to get more Scope/Gossip regarding Noriko's "boyfriend")
The random girl at the left corner is Shizuka Kanina, before she cut her long hair(which happened after Christmas and before the election)
Your right, Mifuyu is at the back of Rie.
I was about to add a standing Shiori, before I realized she had already left in her first year.

I was also confused when they've shown the Sei/Shimako flashback episode.
My anchor to the chronology is the Drill, Toko.
Minako made that intrigue about Toko and Sachiko in the second season, when she's no longer Pres.
And Yumi brought back gifts to her and Kanako after her Italian trip.
Being a Sachiko stalker I guess Mifuyu would try to be close as possible, along with Minako besides her whose always ready for a scoop.
