Doppelgangers of the main protagonist, created by an evil, tech-savvy scientist to surpass the protagonist in every way. Both are impulsive and hot-headed, disobeying their creators and even rebelling against them for their own gain, and they're also rather mentally unstable thanks to their programming and disdain for the hero. Both also have a canine sidekick that often accompanies them on their journeys, and they care about them despite their aggressive nature.
In contrast, Surge declined Sonic's offer to make peace between them due to her hatred of him, whereas Bass would form some respect for Mega Man after teaming up with him.

I dig this matchup. Probably the best one Surge has.
