She's actually a human woman with the features of a dragon, as she can turn into one.
She does have a lot of similarities to Orcs, though!

Other than the right arm looking a little bit off, this sketch is looking good.

Looks awesome! Different line layers, you say? Pretty impressive how you got the body in one layer. I'm guessing the arms and head are separate due to the hands and facial expression being tricky to draw. And the axe for positioning on hindsight.
Not sure if those were the reasons, but certainly a fine sketch with layers of masterpiece!
