IllustStudio brushes can only be used within IllustStudio (and some within ComicStudio too), you cannot export them to any other program (I think).

I think it ranges between 60 and 80 dollars if you manage to purchase a download (they sell that too, but right now I don't know where ;;; ). It's a very good program, and it's not that expensive! Compared to Photoshop at least *dies*
