Actually, in a daishou pair, it's usually a katana and a wakizashi. The katana is meant to be held in the dominant hand (usually the right hand for a righty) while the wakizashi is meant to be held in the opposite hand (usually the left hand for a lefty). It's because one's dominant hand is usually the stronger one, so they made a smaller katana to be dual-wielded with a regular one in the opposite hand, though many do wield wakizashi on their own because they're smaller, lighter, and a bit easier to conceal.
In "Silent Hill 3," while the weapon is CALLED a "katana," it's actually the wakizashi half of a daishou display pair, since Heather isn't quite large or strong enough to wield the larger katana.
In most series where a dual-wielding samurai wields two katana of the same size, it's usually because they've trained to be ambidextrous, like Zoro from One Piece.
