I simply adore it. The eyes are not only reminding of Bill but also have a frequent apparition in Gravity Falls, and the background with the Sun and the Moon make Bill even more misterious and altogether make him appear as a cruel, insane deity. It's creepy and misterious it has the right details and reflects perfectly Bill's personality.
