I don't get it. How is he stronger than his devolved form?

I had the idea that his knuckle conduits would act as tasers, causing each of his punches to have a bigger impact. He would also be able to move really fast (not XLR8 or Fasttrack levels of fast, but pretty quick nonetheless). He could create electrical barriers, shielding him from any unwanted attacks. His conductors can open up an act as more tendrils, similar to the ones on his head and his tail. And once he's fully charged up after absorb an high amount of electricity, he can create an electro-magnetic pulse.

Since The Ultimatrix was debuted in Omniverse, I'd be always confused to where the Ultimate Form Aliens Ultimatrix Symbol would wind up for all aliens that almost aren't in the same spot as their normal forms. It would give me a headache.
