Althought in the 1994-97 Spider-man cartoon, Black Cat role was not so villain. She looks like some sort of anti-hero/anti-villain.

Mandy could be Jewelee, whose Harlequin-type outfit annoys Clover. (Punch & Jewelee were reintroduced in the current Batman series). But Mandy's weak cuz she got no 'Punch'.
