No, he's a mercenary (a Mandalorian by birth, he fought in the Mandalorian Wars and became a mercenary when the Mandalorians were defeated over Malachor V by Revan, who was leading the Republic's war against the Mandalorians. Ironically, he winds up helping an amnesiac Revan.).

It's a pity that the comics don't show what happens in the games (Canderous becomes the leader of the Mandalorians, Mandalore, between the first and second games).
