My guess is on the one that's still trying to figure out which way he's facing. The screamer is likely to run whenever pac-man moves.

and another thing. the only time Pacman sits still is when the level starts. the ghosts wouldn't be blue

actually, you can get him into a corner and not move. the guy Billy Mitchell who played a perfect game of pacman played the game for 6 hours straight. In order to do bathroom breaks, he knows of a place in the maze where you can stick pacman in the corner and he will not be bothered by ghost.
lol, they are blue because pacman ate the power pellet already. This isn't all happening at the start, its just sometime during the game. Dont think too much into it X3
