Not from an anime though will be released as one on april 12th. The anime called Mekakucity Actors (メカクシティアクターズ). This guy is name Kuroha. I myself am not completely sure yet (because still a bit new to fandom) but I believe he is the dark half of the character Konoha, who basiclly looks like him but where the black is, is white and has red eyes.
If I'm correct all of it started out as a song series. I'm not sure how to explain it but if you want to see this guy more go on youtube and look up the song 'Outer Science' sung by IA. It's part of a series of songs that most people just refer to as Kagerou Project or KagePro. xD Off the top of my head that's all I can tell you, so if you want to find up more just google 'Kagerou Days' or 'Kagerou Project', you can find wiki and stuff.

He's Konoha's alternate side, his 'dark' version so to say. He's commonly known as 'Kuroha' in the Kagerou Project fandom.
