This is the reason why a good many awesome artists stopped posting their beautiful works on dA in the first place: art theft.
This is where the piece can be found;

@_@ Goodness...drama? You can plainly see who the creator is and there's no need to report her for art theft. She just said it's her sister's image.
inuyasha-fan99, I would suggest that in your description you just add that your sister gave you permission to post this and link to her profile.

I reported this piece to dA again for art theft and will do so until you or they remove the deviation, or they ban you.

This art was not done by you. It is against DA rules to post work that isn't your own. I highly recommend you take it down immediately. Art theft can get you banned from DeviantArt.

I don't see why the fuss. We can plainly see who the creator really was. ^_^ It is not theft as long as the creators name/ and or account name is present on the art in plain sight or credited by the up loader. It is even watermarked, so there shouldn't be this much of a squabble unless the creator says otherwise.

You can see a huge watermark on the drawing. I don't think this is really art theft, perhaps inuyasha-fan99 only wants to share this with the public. However, inuyasha-fan99 if you are reading this, you should at least put Alm82's account name and drawing in the description, and tell people to go fav the Original piece instead of this one. (I don't think you should even re-upload this without the artist's permission though!)

* According to FAQ #8: What are violations of the deviantART copyright policy? on dA, and I quote:
What are violations of the deviantART copyright policy?
Copyright Infringement
Current deviantART policy considers copyright infringement to be any situation where a user takes the original art, photography, or writing of another person (a 'third party') and then either misrepresents the original, unaltered work as one of their own creations or includes the work (either altered or unaltered) in a new image or piece of literature without the proper permission of the copyright owner.
Generally speaking any submission which is directly built upon the existing work of another artist, photographer, or writer could potentially be considered to be a case of copyright infringement. These works may feature screenshots, official artwork or sprites taken from a video game, scans from an art book, artwork found on a website somewhere on the internet or a photograph of a famous person (just to name a few examples), but in every case the basic image, graphic or writing used is the legal property of another artist. In many cases these works are manipulated, colored over, blended with other images, and otherwise digitally worked over but none of this can guarantee that the use won't be considered to be copyright infringement.
Only valid, legal, stock resources, public domain imagery and Creative Commons licensed materials are allowed to be used as part of your deviantART submission and any work which makes use of copyrighted materials could be removed by the deviantART staff without notice.
* She posted it to her own dA page from someone else's dA page and is taking compliments on it, and didn't credit the original artist. It is copyright infringement.

I see, because she hasn't said thank you to any of the compliments yet, I didn't look too deep into it. Just wait to see what she'll say for herself. (And thanks for the information)

You cannot take other people's work (this belongs to Alm82 [link] and the original is here [link] ), copy it, and download it to your dA account without their express permission. If you do, it's art theft.
