It's a pretty decent oc, except for the fact that she's with another female. Gays are very rare in Japan, so I suggest making the relationship between her and Kiyoko a secret. Not in reality, but in the YanSim universe.

It seems you have a thing going on for people (or in this case girls) with freckles. I'm not entirely sure if this is your second time you do it, but I noticed that.
I do not approve the list-making you're doing with your characters as a way to tell your audience about a certain OC you made. Like I said previously it makes it look boring and not so interesting. Then again that's just my opinion I'm sure you're friends might find it quite fascinating.
I must say though... I do like your sketch more than the previous one this time around. But I'm not sure if the sketch on the entire body it's a little miss proportioned since the head seem bigger than the body. But since this person it's short I could be wrong.
Face expression it's very well done, and the handicapped details in this it's well drawn. School uniform well drawn as well.

Organized it's good, although in a paragraph to read what she's all about and slowly building up a character with it's likes and dislikes, who she cares what she does, who she is and that kind of fuzz written on paragraphs like a story.. You bet that's way more interesting rather than a list-making for sure.
I'm not sure if I sent you a video of what I talked about before but here goes again... wouldn't hurt for you to see what I am talking about... you could try this as a reference on what I am talking about... but he speaks about other things so bear with the video because it talks about the list-making in it.

Wait... she's afraid of being called out as Handicapped? How does that make sense? If that was the case she would never get out of her house from the fear of being called out there handicapped. Wouldn't she be mad about it instead why is that a fear? Kinda ridiculous if you ask me.

I don't think I haven't gone to that level of annoyance but I don't want to be that guy that points to all the wrong stuff without any help... yet I did gave you some reference you can lay on with the list-making.
Although if you're talking about nitpicking on the character's fear that seem ridiculous for me it's not nitpicking...
I just looked at the Fear layout again and it says "being picked on for her disability" I can't recall if that was that way previously I read it or I'm just dumb for not reading it correctly. If that was the case I apologize.
