Watered down acrylic (watercolour) paint splatter. The trick is to do some splatters elsewhere so the brush softens up and then use it on the artwork for some half-transparent, even dots of white.

Which isn't what I was intending for, since the main figure in that picture is supposed to be covered from head to toe in blood.
Although in hindsight it kind of has an off-putting tone.
